So maybe, it will be Top Secret SI, with the fine Agent 13 supplement. It could still be Call of Cthulhu, or even a FATE type game, like Spirit of the Century, or simply Fate, who can say...
I am looking at doing a very open sandbox game, based, maybe, in the 1930/40s but with the option to travel through time and dimensions. It is also possible that we will start the game in that time period, but discover that that is not the main time period.
Whichever rules I use, Cthulhu monsters, (great race of Yith, and Lizard men in particular) will be featured, as might aliens of a more mundane nature. Mix into that alternate realities and it should be quite chaotic!
